Battalion Chief O’Toole graduated from Elkin High School and continued his education at Appalachian State University with a Bachelor Degree of Music Education (K-12). Battalion Chief O’Toole also holds an Associate Degree in Applied Fire Science from Coastal Carolina Community College. Battalion Chief O’Toole is a founding member of Jacksonville Fire & Emergency Services Honor Guard and is a member of the Fire Investigation Unit for the Department.
